NDRÉS NAVARRO LANZA EL SISTEMA NACIONAL DE INDUCCIÓN A DOCENTES DE NUEVO INGRESO
SANTO DOMINGO, RD. – El ministro de Educación, Andrés Navarro, encabezó hoy el lanzamiento del “Sistema Nacional de Inducción a Docentes de Nuevo Ingreso” del sector público de educación, dirigido a impulsar la mejora y la cualificación de más de 5,000 nuevos maestros en aulas, el factor más impactante en la calidad del proceso enseñanza-aprendizaje de los estudiantes.
La iniciativa, puesta en marcha por Navarro en un acto realizado en el salón La Macha del Hotel Barceló (antiguo Lina), trabajará en su inicio con 5,156 docentes que serán monitoreado por 1,030 acompañantes, 40 tutores y 10 coordinadores para el seguimiento.
Al pronunciar el discurso central de la actividad, el ministro Navarro valoró los esfuerzos realizados para poner en marcha el programa por la mejora de la calidad educativa, lo que representa una oportunidad y experiencia para el monitoreo del desempeño y la retroalimentación anual de la labor magisterial.
“Estos más de cinco mil docentes de nuevo ingreso, al incorporarse al sistema, estarán generando en su cotidianidad una cultura del seguimiento, del acompañamiento y de la mejora continua del proceso enseñanza-aprendizaje en las aulas”, precisó Navarro.
Aseveró que el programa está llamado a convertirse en una extraordinaria experiencia para el sistema educativo, “con lo que estamos abriendo el camino en el propósito del nuevo rumbo en el proceso de transformación de la educación”.
Por su lado, el viceministro Ramón Valerio dijo que la inducción a los docentes de nuevo ingreso se concibe como una política dirigida a da respuesta a la necesidad de acompañamiento, formación apoyo y orientación para el servicio y la función docente al maestro de nuevo ingreso, en una política fundamentada en el interés de asegurar una correcta inserción e integración del nuevo docente al ambiente escolar y comunitario.
“Esta política tiene como objetivo fundamental elevar los niveles de competencia del nuevo docente en la gestión de aulas, los procesos pedagógicos, el trabajo en equipo, y la capacidad para la indagación, innovación y reflexión sobre su propia práctica profesional”, explicó.
Se trata de un conjunto de acciones para impulsar la profesionalización sistémica de la carrera magisterial de los inicios del docente, en cumplimiento de lo que disponen la Ley General de Educación 66-97, el Reglamento del Estatuto Docente, la Política 6 del Plan Decenal de Educación 2008-2018, la Ley 1-12 de la Estrategia Nacional de Desarrollo al 2030, las Metas Presidenciales y el Pacto Nacional para la Reforma Educativa.
El Programa Nacional de Inducción tiene como referente fundamental los estándares profesionales y del desempeño para el desarrollo de la carrera docente, coherente con los enfoques socio-crítico, histórico-cultural y por competencias, que fundamentan el currículo del sistema educativo.
La invocación religiosa estuvo a cargo de monseñor Jesús Castro, obispo auxiliar de la Arquidiócesis de Santo Domingo, seguido por las palabras de bienvenida de Andrés de las Mercedes, director del Instituto Nacional de Formación y Capacitación del Magisterio (INAFOCAM).
“Esta valioso y trascendental programa, con alcance para todos los dominicanos, más ahora que la inclusión de la República Digital de esta magnífica Revolución Educativa del presidente Medina, con estudiantes mejor preparados y en sintonía con educación del siglo 21”, expuso monseñor Castro, quien es, además, rector de la Universidad Católica de Santo Domingo.
Manifestó que “con la formación sistemática asumida por el Minerd para el desarrollo y especialización de los maestros, la educación dominicana adquirirá un rol trascendental en la calidad de la enseñanza y los aprendizajes”.
Mientras que Andrés de las Mercedes, director del Inafocam, refirió que el programa es producto de los esfuerzos articulados de todas las instancias del Minerd y de los centros educativos.
“Esta iniciativa da respuesta a una necesidad del sistema educativo como materia pendiente desde la creación de la Ley 66-97, “con un aporte trascendental que será referente para otros contextos internacionales. La formación está recogida en un plan que indudablemente coadyuvará decididamente con la mejora de la calidad educativa”, enfatizó Mercedes.
Mientras que el doctor Carlos Marcelo, representante académico de la Universidad de Sevilla, España, presentó el programa y la plataforma de inducción, al tiempo que resaltó que “la República Dominicana ha abierto una nueva ventana clave para el desarrollo del magisterio, seguido de otra valiosa iniciativa como es República Digital, paso agigantado que ha generado un país digital”.
En la actividad participaron directores de centros educativos; técnicos nacionales, regionales y distritales; docentes de nuevo ingreso; directores regionales y distritales de educación; coordinadores virtuales, tutores virtuales, los directores de distintos institutos descentralizados, entre otras personalidades.
Asistieron, asimismo, los viceministros Denia Burgos, de Asuntos Técnicos y Pedagógicos; Víctor Sánchez, de Planificación y Desarrollo; Adalberto Martínez, de Supervisión, Control y Evaluación de la Calidad Educativa; Luis De León, de Gestión y Descentralización, y Manuel Ramón Valerio, de Acreditación y Certificación Docente.
Igualmente, los exministros Ligia Amada Melo, Jaqueline Malagón y Melanio Paredes; Rolando Guzmán, rector del Instituto Tecnológico de Santo Domingo (INTEC); Yolanda Azuara Ferreiro, representante en el país de la Secretaría General de la Organización de Estados Americanos (OEA), entre otras personalidades vinculadas a la educación.
